Phoenix House provides a comprehensive, public health response to the prevention of sexual violence. This means we work at three levels of prevention: primary (with the general community); secondary (for those people at risk of being sexually harmed, or at risk of committing sexual offences); and tertiary (for those people who have already been sexually assaulted or sexually abused, or have sexualised or sexually abusive behaviours).

Phoenix House commenced in 1995 as ‘Bundaberg Area Sexual Assault Service’; since that time our programmes have grown and developed, and in 2004 we changed our name to ‘Phoenix House’. Phoenix House services an area north to Agnes Waters, west to Monto and Eidsvold, and south to Howard.

Phoenix House is funded by the Queensland Department of Communities, Child Safety and Disability Services, and the Federal Department of Families, Housing, Community Services and Indigenous Affairs. It is a free confidential service, governed by a community Management Committee. Staff employed at Phoenix House hold tertiary qualifications in Forensic Psychology, Psychology, Social Work, Counselling and Teaching.

Mission Statement
Phoenix House is committed to the provision of a safe, supportive service which assists those members of our community who have been harmed, are at risk of harm, and/or are willing to address their own harmful behaviours, and at the same time using a public health approach to the prevention of sexual violence.

 

Philosophy

  • The philosophy of Phoenix House is based upon those of the National Standards of Services Against Sexual Violence (1999):
  • That sexual violence is an abuse of power which is most often committed by men against women and children, and, less often, other men.
  • That sexual violence is both a consequence of, and reinforcement of, power disparities between individuals and in society. Attitudes, beliefs, laws and social structures which allow or support violence, contribute to the problem of sexual violence in society.
  • Phoenix House is committed to addressing inequalities in society based on gender, race, culture, age, ability, religion, sexuality, socio-economic status or geographic location, which perpetuate sexual violence.
  • Sexual violence includes a range of violent behaviours. It can include unwanted touching, sexual harassment and intimidation, coerced sexual activity, sexual assault and rape, and can include other physical violence and threat to life.
  • Sexual violence can have a range of impacts on the individual and the society. These can include emotional, economic, social, psychological, legal, health, political and spiritual consequences. The impact can be compounded by factors such as gender, race, culture, age, religion, ability, sexuality and class.
  • Phoenix House believes the empowerment of service users is essential to address the impact of sexual violence. This includes ensuring that service user views are sought and used to direct the Service.
  • Phoenix House is committed to the principle of access and equity, and aims to reflect the diversity of the community it serves.
  • Sexual violence is a crime against the individual and society. All sectors of the community, including Government, should work towards an elimination of sexual violence.

 

Objectives

  • Provide children, young people and adults with direct crisis support services following recent sexual assault, including support in accessing legal, medical and other emergency assistance as required.
  • Provide individual and/or group counselling, support and advocacy for children, young people and adults following sexual and family violence.
  • Provide individual and/or group counselling and support for children, young people and adults who have sexualised and/or sexually abusive behaviours.
  • Provide individual and/or group counselling, support and advocacy for families, carers, friends and community suffering from distress caused by the impact of sexual violence.
  • Work within a public health framework towards the prevention of sexual violence.
  • Provide professional training and skill development opportunities for government and non-government organisations and individuals to improve community responses for children, young people and adults related to issues of sexual violence.
  • Consult with Government bodies and other relevant organisations about policy and practice in the field of sexual violence.
  • Provide a not-for-profit community based service that recognises the multiple disadvantages of this region, such as poor social infrastructure, higher than average rates of unemployment and social isolation.
  • Promote equity of access to all members of the community, particularly those marginalised on the basis of their race, culture, ability, age, religion, sexuality, socio-economic status or geographic location.
  • Assist and conduct research to further knowledge in the field of sexual violence.
  • Provide a culturally competent and safe service.
